I prefer James Madison’s definition:
“The accumulation of all powers, legislative, executive, and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elective, may justly be pronounced the very definition of tyranny.” Under that definition, FDR and every president since him has been a dictator, because federal agencies all make, enforce and interpret their own laws. And as part of the executive branch, they answer to the president.
